EXECUTIVE SUMMARY:
The SEACSN Workshop on ‘Planning the
Future for SEACSN’
20-22 May 2004, Bangkok, Thailand
Executive Summary
The SEACSN Workshop on Planning the Future for SEACSN
was held at The Royal Princess Srinakarin Hotel from
20 to 22 May 2004, Bangkok. This workshop was organized
by the SEACSN-Thailand and funded by the Department for
Research Cooperation (SAREC), the research arm of the
Swedish International Development and Cooperation Agency
(Sida). The purposes of the workshop were:
- to review and evaluate the SEACSN activities carried
out at both national and regional levels
for the period of 2001-2003,
- to discuss the draft constitution of the Network
- to plan activities for 2004; 2005-2007.
31 participants from Southeast Asian countries attended.
An invitation was also extended to two suggested participants
in Sweden, Ashok Swain and Gudmundur Alfredsson. However,
they were unable to attend.
The first agenda item was to report on the SEACSN activities
carried out for the period 2001-2003, as well as financial
report at the regional and national levels. The Regional
and National Co-ordinators presented their reports.
The second agenda item was to discuss the SEACSN Proposal
for 2005-2007 referring to the programs, plans and budget.
Madelene Sta. Maria who is the chair for writing the
SEACSN proposal presented it. There was a suggestion
from the participants to include Myanmar and East Timor
as members of the Network in the future. The full SEACSN
Proposal will be submitted to Sida at the end of July
as agreed by the workshop committee.
The third agenda item was to report and discuss the SEACSN
Constitution. Lee Lai To who is the chair for drafting
the SEACSN Constitution presented it. After a long discussion,
and with inputs from participants of the workshop, the
SEACSN Constitution was accepted. The endorsement of
the SEACSN Constitution was made at the SEACSN Workshop
by the pro-tem committee of the network dated 22 May
2004. Khadijah Khalid from Malaysia proposed and Zosimo
Lee from the Philippines seconded the endorsement of
the constitution. The SEACSN constitution is presented
in full in the following page.
The fourth agenda item was to report on the national
programs and activities for the period of 2005-2007.
Six countries (Cambodia, Indonesia, Laos, Philippines,
Thailand and Vietnam) presented their national programs
and activities, as they will receive funds from the funding
agency at the national level.
The fifth agenda item was to report and discuss the SEACSN
research proposal according to 8 themes. All conveners
presented their research proposals. However, some of
the research proposals will still need to be revised.
It was suggested and agreed by the committee that the
research proposals should be a full and proper research
proposal to be submitted to the funding agency. A deadline
has been set by the committee to re-submit the research
proposal to the SEACSN by 30 June 2004. These research
proposals will be submitted along with the SEACSN Proposal
2005-2007 to Sida at the end of July. The convener of
the environment theme proposed to withdraw from being
the convener for this theme due to other commitments.
This was agreed to by the committee. Environment would
still remain as one of the themes in the SEACSN Proposal
2005-2007. However, the SEACSN research proposal submitted
to Sida will now have 7 instead of 8 themes. Working
group committees were formed for each theme to revise
the research proposals.
The sixth agenda item was to discuss the reallocation
of the remaining Sida funds for 2004. Six countries (Cambodia,
Indonesia, Laos, Philippines, Thailand and Vietnam) will
receive funds for their national activities and administrative
support staff. The re-allocation of funds for the six
countries as requested is as follows: Cambodia (USD 12,290);
Indonesia (USD 13,000); Laos (USD 13,000); Philippines
(USD 6,410. 46); Thailand (USD 13,000); and Vietnam (USD
14,000). Some funds have also been set aside for organizing
the SEACSN regional meeting by the end of November or
early December 2004 to update on plans and activities.
The date and venue of the regional meeting will be discussed
and confirmed through email.
The workshop ended with notes of thanks to the participants,
hosts, the network, and to SAREC and Sida.
