The Southeast Asian Conflict Studies Network (SEACSN) Constitution

Article I: Name

The name of the network shall be the Southeast Asian Conflict Studies Network, hereafter to be referred to in this constitution as “SEACSN” and/
or “Network”.

Article II: Objectives
The objectives of the Network shall be:
1.
To enhance knowledge and skills in peace and conflict studies in Southeast Asia.
2.

To promote research, education and publication on conflict analysis, management, resolution and transformation in Southeast Asia.
3.

To promote regional peace and cooperation by increasing public education, awareness and understanding of peace and conflict issues in Southeast Asia.


Article III: Membership
1.
The following National Committees shall be the founding members of the SEACSN :


  a. SEACSN-Brunei
b. SEACSN-Cambodia
c. SEACSN-Indonesia
d. SEACSN-Laos
e. SEACSN-Malaysia
f.  SEACSN-Philippines
g. SEACSN-Singapore
h. SEACSN-Thailand
i.  SEACSN-Vietnam

Membership in the SEACSN is on an institutional basis and consists of broadbased National Committees.
3.

Members of the Network shall be non-profit National Committees engaged in teaching and/ or research on peace and conflict studies.
4.

Admission of new members into the SEACSN shall require the endorsement of at least two-thirds of the members present in the Steering Committee.
5.

When evaluating an application for membership, consideration shall be based on whether or not the applicant :
    a. endorses the objectives of the Network;
    b.

has established a broad-based National Committee with a capacity to participate actively in the Network’s activities.

Applicants not meeting all the requirements for full membership can be admitted as an Associate Member of SEACSN, pending fulfilment of the requirements.
  b.

Associate Members are eligible to participate in all Network activities except those of the SEACSN Steering Committee.
7.

Members have the option to withdraw from the Network by giving a sixty (60) day notice to the Steering Committee.


Article IV: National Committees
1. A National Committee shall be formed for each country represented in the Network.
2.

The National Committee shall be broad-based, representing individuals and groups undertaking research and activities related to peace and conflict studies.
3.

The National Committee shall be chaired by a National Coordinator who will be elected by its members for a period of three years.


Article V: The Steering Committee
1.
The Steering Committee shall be the highest decision-making body of the SEACSN.
2.
It shall comprise of National Coordinators from each of the National Committees.
3.
The Steering Committee shall be chaired by the Regional Coordinator.
4. The Steering Committee shall meet at least once per year.
5.
The quorum for the Steering Committee shall be at least two-thirds of its members.
6.

Decisions of the Steering Committee shall be made by two-thirds of the members present.
